राष्ट्रीय शिक्षा नीति PDF Download (NEP) has been released by former HRD Minister Mr. Ramesh Pokhriyal Nishank with the aim to reform and provide better infrastructure to education policies of the school, higher education for colleges, universities, and other higher educational institutions in India. In NEP 2020-2021, the government has completely terminated the format of 10+2. Up until this time, the school syllabus was running according to 10+2 but now it will change according to 5+3+3+4.
This simply means the school curriculum will run in parts like primary to 2nd class will be the first part, third to fifth- the second part, sixth to eight- third part and ninth to 12th- fourth and last part. This New Education Policy 2021 (NEP) will be implemented in July 2021 by the education ministry.

NEP 2021 lays particular emphasis on the development of the creative potential of each student. It is mainly based on the principle that education must develop not only cognitive capacities – both the ‘foundational capacities ’of literacy and numeracy and ‘higher-order cognitive capacities, such as critical thinking and problem-solving – but also social, ethical, and emotional capacities and dispositions.
Teachers will be encouraged to use a bilingual approach, including bilingual teaching-learning materials, with those students whose home language may be different from the medium of instruction. All languages will be taught with high quality to all students to learn well. This policy will also empower teachers and will help them to do their job as effectively as possible.

- MHRD’s name has been changed to the Education Ministry.
- The education budget has been increased to 6% from 4.43%.

राष्ट्रीय शिक्षा नीति कार्यान्वयन प्रक्रिया जून 2021 से प्रगति की निगरानी के लिए शिक्षा मंत्रालय द्वारा शुरू की जाएगी। सूत्रों के मुताबिक बताया गया है कि कॉलेज और विश्वविद्यालय स्तर के नीतिगत बदलाव को लागू करने पर जोर दिया जा रहा है। मंत्रालय ने 181 कार्यों की पहचान की है, जिन्हें नई शिक्षा नीति द्वारा पूरा किया जाएगा। इन कार्यों को कर्नाटक सहित उत्तर प्रदेश, महाराष्ट्र और गोवा जैसे राज्यों में सरकारों ने टास्क फोर्स का गठन किया है। कर्नाटक के टास्क फोर्स ने अपनी रिपोर्ट जारी की है जहां सुझाव दिया गया है कि नई शिक्षा नीति को पूर्ण देश में जुलाई 2021 में लागू किया जाएगा। परंतु अभी तक राज्य और केंद्र सरकारों द्वारा इन सिफारिशों पर अपनी सलाह नहीं दी गई है।

This is the first Education Policy 21 century of India, which is drafted in 108 pages. The main focus of this policy is to complete the essential needs for the development of the country. Before the election of 2014, Education Policy was part of BJP’s manifesto. Distance education policy 2021 will be introduced completely from the country until 2040. To introduce this policy and change the model of education they will be the needs of lots of teachers.
What is the National Education Policy (NEP)?
This new education policy has been approved by the Union Cabinet. On 29 July 2020 (Wednesday), Information and Broadcasting Minister Mr. Prakash Javadekar and HRD Minister Mr. Ramesh Pokhriyal Nishank have been announced that the Union Cabinet has been approved by the National Education Policy 2021. After a long time, India is going to change its education policy, the last time in 1992 was the year when India changes its education policy. In the year 1964, the first time India felt that the country needs an education policy was when Congress Minister Mr. Siddheshwar Prasad criticized the government that the government is not looking for valuable education inside the country.
After that in 1968, India introduced its first education policy. To date India introduced free education policy first was in 1968, second was in 1986, in 1992 India revised the second education policy from 1986 and now India introduced its third education policy that is New Education Policy (NEP) 2021. In 1992 India could not introduce all parts of the policy due to the lack of budget so the government decided that this time the education budget will be increased from 4.43% to 6% of its GDP.

नई शिक्षा नीति/ नेशनल एजुकेशन पालिसी 2021 को 5+3+3+4 के रूप में रखा गया है। इस पैटर्न को सरकारी तथा गैर-सरकारी स्कूल में पढ़ने वाले बच्चों के लिए है। जिसमें 12 साल की स्कूली शिक्षा तथा 3 साल की प्री स्कूली शिक्षा शिक्षा दी जाएगी। इसके लिए सरकार ने चार चरण रखें हैं, जो निम्न प्रकार से हैं:
- Foundation Stage: – इस में 3 से 8 साल (कक्षा 1 तथा 2) तक के बच्चों को शामिल किया जायेगा। जिसमें 3 साल की प्री स्कूल शिक्षा तथा 2 साल की स्कूली शिक्षा शामिल होगी। फाउंडेशन स्टेज के तहत बच्चों को भाषा कौशल और शिक्षण विकास की जानकारी दी जाएगी।
- Preparatory Stage: – प्रिप्रट्री स्टेज में बच्चों को क्षेत्रीय भाषा में पढ़ाया जाएगा। इसके अंतर्गत कक्षा 3 से कक्षा 5 (8 साल से लेकर 11 साल) तक के बच्चे आएंगे। जिनको भाषा और संख्यात्मक कौशल में विकास करना शिक्षकों का उद्देश्य रहेगा।
- Middle Stage: – इस मिडिल स्टेज में बच्चों को कोडिंग, व्यवसायिक परीक्षण, इंटर्नशिप प्रशिक्षण दिया जायेगा, जोकि कक्षा 6 से 8 तक के बच्चे के लिए होगा।
- Secondary Stage: – इस सेकेंडरी स्टेज में 9th से 12th तक के बच्चों को शामिल किया गया है। इसके अंतर्गत बच्चा अपनी इच्छा अनुसार कोई भी विषय चुन सकता है, जैसे पहले होता था। बच्चे केवल साइंस, कॉमर्स तथा आर्ट्स स्ट्रीम इनमें से कोई भी एक चुन सकते हैं। साथ ही अब उन्हें ओर भी ज्यादा विकल्प मिलेंगे।

मानव संसाधन विकास मंत्रालय (MHRD) ने नई शिक्षा नीति (एनईपी) 2021 को मंजूरी दे दी है। इस नई एजुकेशन पॉलिसी से स्कूल व कॉलेज स्तर तक शिक्षा प्रणाली में कई बदलाव आएंगे। MHRD की इस नई नीति में स्कूल एजुकेशन से लेकर हायर एजुकेशन तक कई बड़े बदलाव किए गए हैं। उच्च शिक्षा के लिए सिंगल रेगुलेटर रहेगा (लॉ और मेडिकल एजुकेशन को छोड़कर)। साथ ही उच्च शिक्षा में 2035 तक 50 फीसदी GER पहुंचने का लक्ष्य है। ई-पाठ्यक्रम क्षेत्रीय भाषाओं में विकसित किए जाएंगे। वर्चुअल लैब विकसित की जा रही है और एक राष्ट्रीय शैक्षिक टेक्नोलॉजी फोरम (NETF) बनाया जा रहा है।
देश में उच्च शिक्षा के लिए एक ही नियामक होगा, इसमें अप्रूवल और वित्त के लिए अलग-अलग वर्टिकल होंगे। वो नियामक ‘Online Self-disclosure Based Transparent System’ पर काम करेगा। पढ़ाई की रुपरेखा 5+3+3+4 के आधार पर तैयारी की जाएगी। इसमें अंतिम 4 वर्षो में 9 वीं से 12 वीं कक्षा शामिल हैं। साथ ही नया कौशल (जैसे कोडिंग) शुरु किया जाएगा और एक्सट्रा कैरिकुलर एक्टिविटीज को मेन कैरिकुलम में शामिल किया जाएगा। National Education Policy 2021 PDF डाउनलोड करने का लिंक नीचे दिया गया है।
