Under the ambitious plan of Atma Nirbhar Bharat under the leadership of Prime Minister Shri Narendra Modi, Ministry of Housing and Urban Affairs, Govt of India has launched the “Affordable Rental Housing Scheme 2023”. The scheme was launched by the Prime Minister of India to provide housing to migrant workers and other economically weaker sections of society with the purpose of improving living conditions and overall living standards. Affordable Rental Housing Scheme (An Overview)

Housing is one of the basic requirements for living although a large population of urban migrants from all various socio-economic sections of the society can’t or do not want to own a house in urban areas as they may be having their house in the native state. They would rather prefer to look for affordable rental accommodation near their place of work to save on living expenses. In lack of such affordable accommodation, they put up slums near their place of work or on the roadside.

This housing scheme aims to use vacant housing units of Central/ State Government or Union Territories and convert units under the Affordable Rental Housing Scheme for better economic use benefiting both Government and an urban population looking for affordable accommodation. Under the scheme, provision is made to convert such vacant units in various cities under Public-Private Partnerships or by public agencies. The provision is to provide a single bedroom unit in 30 square meters, a double bedroom unit in 60 square meters area, and a dormitory with up to 6 beds with a minimum of 10 square meters of usable area per bed. All units will be complete with all faculties like bedroom, kitchen, toilet, living area, etc. The government is hoping to create at least 40 buildings per area. These units will be provided on a rental basis at an affordable rent. The scheme proposes to let out these units for a minimum period of 25 years.

Implementation of Affordable Rental Housing Scheme

The Affordable Housing scheme will be funded by a fund which is created in the National Housing Bank. This has a balance of around 10,000 crores which will provide financial assistance to the Housing Finance Companies. These companies will be taking individual housing loans so that they can provide housing facilities in specific rural and urban areas of the country. The affordable housing fund is allocated by the Reserve Bank of India (RBI) because the housing scheme is a centrally sponsored scheme launched by the concerned authorities of the Government of India to help all of the urban population including the migrants who are finding it really how to get proper housing facilities in this coronavirus pandemic. ARHC Scheme- Intended Beneficiaries

The intended purpose of the ARHC scheme to provide affordable housing to a certain section of society such as:

  • Economically weaker section or Lower Income Group of people.
  • Under the scheme, a Lower Income Group of the family is described as a family having an annual income between Rs 3,00,001 and Rs 6,00,000.

ARHCs Scheme 2023 Brief History

Then the UPA government with an ambitious plan to provide pucca houses to Slum Dwellers and Economically weaker sections of society launched the Jawaharlal Nehru National Urban Mission and Rajiv Awas Yojana in 2005. Under those schemes nearly 14 lakh houses were planned to be built and distributed to needy people. Around 12.24 lakhs of houses were built and distributed. Approx 1.08 lakh houses built under those schemes, which were discontinued in 2014, are still vacant and in government stock. ARHC is a plan floated by the Government of India to use those houses already built with government funding to benefit all stakeholders.

Also as discussed, the governments are also planning to build new infrastructure in vacant Govt and Private Land to meet the demand for accommodation once the application process starts.

Sign Pacts with State Governments

The Government of India has approached various state governments with the proposal to utilize vacant housing inventory built under various State/ UT housing schemes, under the Affordable Rental Housing Scheme to benefit all stakeholders. Out of 36 State and Union Territories 24 has already agreed on principle and will sign mutually beneficial agreements in the coming month. Those states / UT’s where the Scheme is going to be implemented with state participation are Andhra Pradesh, Assam, Bihar, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand, Chandigarh, Daman, and Diu, Puducherry, etc.

Affordable Rental Housing Scheme- Project Duration

The declared project duration for the affordable rental houses scheme are as follows:

  1. All the projects are required to be completed in accordance with the deadline of 31st March 2023 for Pradhan Mantri Awas Yojana.
  2. Those projects will be approved under the scheme which can be completed within the next 18 months. Funds will be made available till projects get completed.

Light House Projects under ARHCs

Under ARHC Government has approved six LightHouse Projects in various parts of the country as pilot projects to showcase new housing projects built with alternate house building technologies to deliver ready-to-live houses in a short span of time without compromising on quality and living facilities. All Light House Projects have been approved to built housing complexes with a minimum of 1000 or more housing units. Cities selected for these projects are Indore, Rajkot, Chennai, Ranchi , Agartala and Lucknow.

Projects are awarded to six different companies who will showcase those new technologies for housing projects including building site infrastructure like internal roads, water supply, drainage, rainwater harvesting, electric infrastructure including Solar Lighting, parks, and other related structures. Companies are required to complete the projects within 12 months. On successful completion, these projects will serve as stepping stone for future mega projects.

Housing Models for Affordable Rental Housing Scheme

Affordable Rental Housing Scheme (ARHS) will provide three categories of housing units based on accommodation requirement in various locations:
